I don't know about 'best', since different people look for different things, but one excellent product that is worth checking out is Serif PagePlus X6. This is a page layout package which is really quite good (less sophisticated than Adobe InDesign, but more than MS Publisher), and can publish the files in various electronic formats including HTML ePub as well as PDF. It's not free (official price is around £80) but there are often special deals, or you could download the free 'SE' version, and when you call them to register the product they will offer you a good deal - I got mine for less than £30!
I find Calibre (http://calibre-ebook.com/) works really well. It can create ebooks, and also convert from one format to another. Multi-platform.
